Bracelets, handguards and belts are part of a character's equipment that increases stats. Gems cannot be forged in it. Bracelets, handguards and belts cannot be streghtened.

At the moment there are no bracelets in the game, and there is no way to get it. But in one of the two bracelet slots you can equip a relic.

Pattern 1
Talk to Goddess in Heaven. You can teleport to Heaven through the Heaven Teleporter on Treasure Isle (473,1054). To do this, you will need Goddess's Favor, which can be dug from NSS or OSS. Where to get lv 65 handguard
Lv 55 handguard can be upgraded to lv 65 handguard using Event Crystal. The crystal can be obtained during time-limited game events. To upgrade, you need to go to NPC Crazy Erol in Icicle Castle (1373,539) and select "Exchange special equipment (Event Crystal)".
How to get handguard for another class after changing class
After class changing a character can change the class of existing handguard. To do this, go to NPC Crazy Erol in Icicle (1373,539) and select "55 bracer" (or "65 bracer"), then "Bracer -> Spray bracer" and select the old handguard class (old character class). The procedure costs 5m gold. After receiving the Spray, you need to again select “55 bracers” (or “65 bracers”), then "Spray bracer -> Bracer" and select a new handguard class (the current character class).
Belts
There is only one type of belt:
